Dynamically editable min/max fields when LPAR gets shut down

When you are on a partitions memory configuration section and the partition is running you can only change the allocated value and the min/max values are greyed out.

When the partition is then shut down the min/max values should be editable but this is only possible when you reload the page or navigate back and forth.

Please make the HMC GUI dynamically reflect the LPAR state and make the min/max values editable without additional interaction.

Same for CPU settings.
