Emergency pedbg package

Since the pedbg package it growing with the new HMC versions and with new features it can be up to 7 GB file size.
When a customer is having a managed system or partition issue that affects his production, there is no need for information that is not relevant to the problem solving so that we have a smaller file size that can be uploaded quicker.

We do not must forget why the HMC was build for in the first place, starting systems and activation of partitions.
So the request is to have an emergency pedbg package that has all needed info for only managed systems and partitions that could be less in his file size. Then we can help the customer quicker.
