Add an option to prevent the periodic surveys popping up on HMC web login

Currently, periodically we get a survey pop up on HMC web interface log in. This is not currently able to be opted out of, with any option to prevent it popping up again in the future. This survey pops up in front of the normal HMC web interface, which can interfere with login automation tools. This request is asking for the ability to prevent this survey popping up for a user, for example a "do not ask me again" tickbox when the survey appears, or way of disabling this survey via HMC command or setting.

    Currently, there are no plans for disabling the surveys.
