Allow restore of full VIOS backup through HMC web interface

THe HMC allows you to create a full image backup of a virtual I/O server through command line using 'cpviosbk -t full' or from the web interface using menu "Console Management --> Templates and OS images --> VIOS images --> Manage Virtual I/O Server Backups --> Virtual I/O Server Backup". However it is not possible to restore a full image backup through the HMC web interface. Currently, this can only be done through the HMC command line and the "installios" command. See page https://www.ibm.com/support/pages/node/6567231 The HMC web interface should be enhanced to select a full backup and reinstall a virtual I/O server. At this moment the HMC web interface only support installation from images, when activation a virtual I/O server. Adding this feature simplifies the restore of a virtual I/O server and is in line with IBM's direction to add more management functions of the virtual I/O server through the HMC web interface. It avoids the complexity for system administrators to use the installios command from the HMC command line.
