shift away from _base default proc compat mode on P9 and onward

PHYP team confirmed that hypervisor will only preset the _base level for default on P9 / P10 "Keeping the meaning of Default (mapped to POWER9_Base) ensures that existing partitions will successfully migrate across all vintages of P9 firmware levels.

    When POWER9 was originally under design, IBM knew that some of the newer hardware features (gzip, eXternal Interrupt Virtualization Engine (XIVE)) would not be available in the first release. Because of this, IBM decided to support POWER9_Base compatibility mode which did not support these additional features. Also, "DEFAULT" compatibility mode would not support these new unavailable features as they are not available in FW1010 and FW1020.

    In FW1030, IBM added the additional features (gzip and XIVE) and also added POWER9 compatibility mode. IBM decided not to change how POWER9_Base or DEFAULT worked as that would have impacted existing configurations (cannot migrate to FW1010 or FW1020). Net, in order to use the additional features, configurations must explicitly specify POWER9 as the compatibility mode.

    POWER9 and POWER9_Base compatibility modes are both supported on Power10 and future Power servers.
