As mentioned in the previous comment, creating SSP LU and attaching to a client partition in inactive state is supported. If you are running into problems while doing so, you can open a salesforce ticket and provide the logs foe debug.

HMC does support assigning LU's to the partition when its inactive. However the VIOS which is part of the SSP cluster needs to have an active rmc connection to be able to create the LU & create the mapping. So if the VIOS has an active rmc connection, the failure could be because of a different reason and we would need the logs to check why the operation failed.
