Security: Add to user configuration option to log in only from selected IP address

See this idea on ideas.ibm.com

Currently, HMC does not allow you to restrict a user's login to a selected IP address. Such an option is available in SSH however it cannot be used on the HMC console. Currently, it is possible to restrict SSH logins (all of them) using the firewall.

However, for security reasons, it is useful to be able to restrict logins to only a selected user.

Example of use:

Automation - by creating a user for automation, e.g. Ansible, you could limit its console login options to only the host from which the automation is run. Which allows you to increase the level of security
