Allow HMC to get OS version from Novalink

If there is no RMC connection to the HMC from the partition(s), the OS level cannot be determined. This leaves the OS-level field "blank" on the HMC. This influences tools that rely on the OS version, like LPAR2RRD and also makes it more difficult to plan updates/upgrades. And the VPD IBM gets for ESA is incomplete.

Allowing the HMC to contact Novalink (in case there is no RMC connection to the partitions directly) would allow the HMC to learn the OS-version by asking the Novalink partition. That would better facilitate planning updates, allow correct/complete VPD from HMC to IBM and would benefit tools like lpar2rrd.

    RMC Dependencies with respect to partitions AIXLinux will be addressed with upcoming releases.
