Make group tags on HMC accessible via the CLI

In the HMC, there's an option to create and list group tags. This is only available in the HMC browser. It would be good to include the tags in the output of the lssyscfg -r lpar command.

These tags should also be able to be set using the chhsyscfg command.

This would allow customers to use scripts to list their partitions with tags, without having to do an export via CSV. It would also allow changing the tags, which can make it easier to categorise partitions.

The lssyscfg and chsyscfg commands allow you to update the description for a partition, but this is free form text, and not as useful as tags.
