Return previous functionality to virtual storage management via top level server to allow changes to client vFC and fcs ports.

If a VIOS fcs port fails or becomes unreliable there is no means to move the existing client vFC (WWPN) to a different fcs via the GUI.
This capability was available in a previous release - along with the ability to create RO virtual media in the repo and attach multiple RO instances of a single source virtual media to multiple VM's (like I_BASE for IBMi).
