Notification of "Primary" HMC during Schedule Service Information

A customer expected to receive emails regarding the Scheduled Service Information for VPD, heartbeat, etc.

He never received any emails. Reviewing the data shows the HMC he was setting the schedule on was not the primary to the systems.

Attempting to gather PM data from 2 systems

However, he has no way to know this. Opening this DCR to add two new features:

1. A message to the console events so the customer is aware that the schedule is enabled but will not run when the HMC is not the primary HMC.
2. A notification in the Schedule Service Information panel that this will only when this HMC is the primary HMC and perhaps detect and show which HMC is the primary in the panel.
