All embedded languages have pointer capabilities. CL has limited pointer support, making it very difficult for us to add the requested support.
However, recommend the use of the RUNSQL CL command in conjunction with the CREATE TABLE AS SQL statement, as a technique for CL programs to consume IBM i Services. The RUNSQL command would be initiated via a CALL QSYS2/QCMDEXC() procedure invocation.

The CAAC has reviewed this requirement and recommends that IBM view this as a “nice to have” low priority feature.

Maybe instead of adding more and more stuff to the CL language (Subroutines, multiple files etc), it would be a good idea to allow execution of CL commands directly from RPG. So we will have everyting the RPG language has. nad everyting in one language.
Similar to EXEC SQL, EXEC CL. as simple as that.
