add IncludeComps in iAccess

Currently you can only specify options to exclude in IBM i ACS using
com.ibm.iaccess.ExcludeComps=......

As IBM is providing more and more options these would be automatically be made available once a client updates the version (like latest enhancements for IFS access).

We would like to have the possibility to just allow access to a certain option using the opposite approach by having an option like com.ibm.iaccess.IncludeComps

So only options mentioned here would be available for our clients - no matter what new options are made available.

Use Case:

Currently if I just want to make 5250 emulator available I have to specify
com.ibm.iaccess.ExcludeComps=DATAXFER,RMTCMD,KEYMAN,SPLF,OPCONSOLE,HWCONSOLE,L1CPLUGIN,DATABASE,DEBUGGER,IFS

whereas - using my approach :
com.ibm.iaccess.IncludeComps=EMULATOR

    We will provide a new property com.ibm.iaccess.IncludeComps which can be set in the AcsConfig.properties file. All features not specified will be excluded. This is planned for our next update (version 1.1.8.2) which will be available in April 2019.
