Reject connections if no prestart jobs available

A change was made so that connections could be routed to a specific subsystem based on User ID. We created a subsystem for these users and created a number of prestart jobs in the subsystem for the connections with a maximum number. This was to control the number of simultaneous connections. However this route-by-id functionality doesn't limit the number of connections, because if the maximum number of prestart jobs are active, the system starts a batch immediate job in the QUSRWRK subsystem and runs the connection job there.


Use Case:

Our analysts use Microsoft Reporting Services to generate reports from the iSeries. They wil send 40 requests to the iSeries simultaneously which causes the system to be non-responsive. Changing the route-by-id functionality so when the maximum number of prestart jobs has been reached the connection request is rejected would alleviate this issue.
