The CAAC has reviewed this requirement and recommends that IBM not implement this request.
The solution provided by the prior comment from IBM_Systems_Developer provides a way to send a message based upon a threshold level on a metric in a system monitor. That solution addresses the requirement this RFE asks for.

Starting in 7.2 Performance Tools provides System Monitoring support through IBM Navigator for i. (https://www.ibm.com/support/knowledgecenter/ssw_ibm_i_73/rzahx/rzahxmonsyscrt.htm). There are monitors defined for the Machine Pool and User Pool. A system monitor can be configured to monitor machine pool and user pool (average and maximum values). A threshold can be set for the number of faults per second at which point a defined action is triggered (to send a message, etc). The monitor values can be viewed with Performance Data Investigator : https://www.ibm.com/developerworks/community/wikis/home?lang=en#!/wiki/IBM%20i%20Technology%20Updates/page/System%20Monitors.
