This portal is to open public enhancement requests against IBM Power Systems products, including IBM i. To view all of your ideas submitted to IBM, create and manage groups of Ideas, or create an idea explicitly set to be either visible by all (public) or visible only to you and IBM (private), use the IBM Unified Ideas Portal (https://ideas.ibm.com).
We invite you to shape the future of IBM, including product roadmaps, by submitting ideas that matter to you the most. Here's how it works:

Post an idea.
Get feedback from the IBM team and other customers to refine your idea.
Follow the idea through the IBM Ideas process.

I am still getting the error saying "To transfer data, you must have a client file description file (.fdfx). when the box is unchecked.
The capability to upload a text file without an fdfx file already exists. The interface will be a little different from what you described, but results should be the same. Here are the steps:
1. From the main GUI, select Data Transfer
2. Select an Upload tab
3. Fill in the path/name of your .txt file, System, Library/File (member)
4. Select the Details button
5. By default, the "Use client file description" will be checked. Uncheck that box
6. Fill in the remaining options on this panel according to what you want/need.
7. Select ok
8. Select Start Transfer
