Integrated Web Services Server native VARCHAR support

VARCHAR parameters are not natively supported in the Integrated Web Services Server and are instead broken out into structures.

In the case of incoming parameters on a RESTful web service the sender cannot simply send the character string; they must instead send a more complicated structure with the length and then the character string.

Since all strings coming through on a XML/JSon request are of variable character length it would be nice if the requirement of the structure and length could be removed from implementation of the web service interface.
