Allow PTF application after certain abnormal IPLs

Allow PTFs to be applied after an abnormal IPL (QABNORMSW set), if the cause was a job being ended with ENDJOBABN.

    ENDJOBABN does not prevent PTF apply on the next IPL when it is the only reason for the abnormal IPL. This change was made many releases ago in V3R7.
    You can find the reason code for an abnormal IPL in the CPI091D message sent to QHST.
