Message Monitor - Allow non-owner to perform actions

If one user creates a message monitor, no one else, regardless of authorities, can perform the following actions:
- Reset Triggers
- Start
- Stop
- Delete

It isn't practical to have to get a hold of the owner of the message monitor just to restart the message monitor.

With all other activities, anyone with the appropriate authority can perform them. E.g. restarting a TCP server.


Use Case:

In an IT shop that has more than one employee, it is normal and expected that more than one person be able to perform the necessary actions to ensure the smooth running of the server.

In this case, we have a message monitor that was created by QSECOFR. I have all the same authorities as QSECOFR and yet I was not able to stop or delete the message monitor.

The problem had to get escalated to a director in order to contact someone who was on vacation.

    The user profile needs to be added into the QINAVMNTR authorization list(*ALL) and QPMCCFCN authorization list(*USE) if he does NOT have the *ALLOBJ authority. Then he can start/stop other's monitors just like a user with *ALLOBJ authority. If he want to view the PDI charts from the monitors, he also needs to be added into QPMCCDATA authorization list(*USE)

    These updates will be included in the June 2020 HTTP PTF Group update.
