Enlarge SUBJECT parameter of the SNDSMTPEMM command

The SUBJECT parameter is currently limited to 60 characters, which is very limited.

Due to this, I must use the QTMMSENDMAIL api.

The business requires more meaningful information to be placed in the subject line and this means needing a subject parameter that is much longer.

Today for example, I have a specific requirement for an email with a subject line that is 115 characters.

Use Case:

We're in the logistics business. A customer is asking for an email that is called an Advanced Shipping Notice and they want the subject line to include the following:

Advanced shipping notice of BOL# <bol#> : <shipper name> : <consignee name>

    This function is included with IBM i 7.4 release, which will be generally available on June 21, 2019.
    SNDSMTPEMM now supports 255 characters for SUBJECT and 5000 characters for NOTE in IBM i 7.4.

    The CAAC has reviewed this requirement and recommends that IBM view this as a high priority requirement that is important to be addressed. Limitations on subjects make implementations difficult since subjects of e-mails are now used to differentiate content in e-mails.

    Background: The COMMON Americas Advisory Council (CAAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CAAC has a key role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community, and has therefore reviewed your RFE.
