The SQL precompiler commands for ILE languages were enhanced to support DBGVIEW values of *STMT and *LIST. This was delivered in fall 2020 with IBM i 7.4 PTF Group level 10 and IBM i 7.3 PTF Group level 22.

IBM has received the requirement and is evaluating it. IBM will provide a response after evaluation is complete.
The non-*LIST debugging views are only available if the source exists on the system. Unauthorized source access isn't possible if the source itself doesn't exist on the target system.
As an experiment, try creating an SQLRPGLE program with DBGVIEW(*SOURCE) and DBGENCKEY, and then delete the source. Then try debugging. The only debug view that can be used will be the listing view. The other views like the SQL Root Source View will be listed in the "Select View" screen, but the view will be empty, with a message saying "Source not available".
