Add skguard count to DB Health Center as System or Environment Limit

It turned out that hitting the maximum number of entries in skguard causes a major outage as no sqe optimization can take place. This requires an IPL to resolve. It seems reasonable to add the number of entries in skguard to DB Health Center to avoid an unplanned outage.

Use Case:

If the skguard fill level reaches e.g. 50 % an IPL could be scheduled at a more convenient time and diag data could be collected in time.

IBM does not intend to provide a solution to this request at this time, so it is being closed.

A PTF was provided for a skguard leak back in 2017. IBM believes another leak is very unlikely, making the high cost required to track this limit not resulting in any benefit.
