Add parameters ALWLIBUPD / ALWUPD on CRTSQLRPGI and CRTBNDRPG

Make attributes / parameters ALWUPD and ALWLIBUPD
available on 1 step compile (CRTSQLRPGI, CRTBNDRPG).

On 2 step compile, they ara available on the CRTPGM command.


Use Case:

When creating program (using service program) and deploying it to other systems, it may be usefull to use UPDPGM to use SRVPGM in other library on the production system.
As on r730 you only con do this with a 2 step compile (CRTRPGMOD, CRTPGM) but not when using CRTDNGRPG.

    IBM does not intend to provide a solution to this request at this time, so it is being closed.

    This request is low priority since it has been open for a long time and it still has a low number of votes.

    The ILE RPG compiler team has quite a long list of higher priority requirements, so this request is not likely to be implemented anytime soon.

    Note that if this RFE were to be implemented, ALWUPD(*YES) and ALWLIBUPD(*YES) would not be allowed if DFTACTGRP(*YES) was in effect.

    The COMMON Europe Advisory Council (CEAC) has reviewed this requirement and recommends that IBM view this as a “nice to have” low priority feature.

    Background: The CEAC members have a broad range of experience in working with small and medium-sized IBM i customers. CEAC has a crucial role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community and has therefore reviewed your RFE.
