Support AIX pollsets on i

While porting Mono, I noticed the only options for "fast" socket management are select/poll. AIX has a plethora of (varyingly old) options when it comes to improved alternatives. Of these, the pollset API is the newest and currently recommended choice, sharing similarity to Linux epoll. However, PASE only supports select/poll.


Use Case:

Having pollsets on i would allow for making porting AIX software easier, and allowing AIX and i to share codepaths for modern socket management, instead of having to use classic poll/select, and making it easier for software to justify using these APIs when both AIX and i support them.

    This is delivered in IBM i 7.3 and above. On IBM i 7.3, this function requires PTF SI71837. For IBM i 7.4, PTF SI72224 is required.
