Please allow the use of mixed case in unqualified external names when defining stored procedures or user defined (table) functions.
Currently it is not possible to specify an unqualified external name where the routine name is in mixed case. The following line will generate an SQL0449 error:
external name 'SRVPGM(Routine)'
However, the following is accepted by SQL:
external name SRVPGM(ROUTINE)
If the name is qualified and quoted, the mixed case routine name is preserved. The following line is accepted by SQL:
external name 'LIB/SRVPGM(Routine)'
There should be no difference in the naming rules whether the name is qualified or not.
In RPG it is possible to export subprocedures in mixed case:
dcl-pr Routine_In_Mixed_Case extproc *dclcase;
The subprocedure name will be exported exactly as written in RPG.
Such a subprocedure cannot be accessed by a SQL stored procedure or user defined (table) function because of the naming rules differences. But there is no reason why this limitation exists - and it should be removed.

The external name clause no longer requires a library qualifier. This was delivered in fall 2020 with IBM i 7.4 PTF Group level 10 and IBM i 7.3 PTF Group level 22.
This change is being considered as a future enhancement.
Today you can specify an unqualified service program name as the external name by using the non-string form and delimiting the entry point name to make it case sensitive.
external name SRVPGM("Routine")
As a future enhancement, we will consider allowing:
external name 'SRVPGM(Routine)'

In RPG you can use mixedcase for procedures in a SRVPGM. The SRVPGM is an object, and this has to be named in uppercase
