Define storage unit by object type

Currently only database file can have a preferred storage unit specified.
There are many object types on the system and there are times where specifying a preference of NOT *SSD is required.
For example image catalogues and IFS directories, non production libraries, etcetera.


Use Case:

The following are current examples;
1. Daily backups are run to virtual tape. There is no option to specify the directory to be NOT on *SSD.
2. PTF's are downloaded as images again no option to force storage on NON *SSD
3. Non production libraries are used regularly for testing and user acceptance but there is no way to force the database files to NON *SSD.
4. RSTxxx commands do not provide a preferred storage unit when objects are restored
