AJS schedule jobs in different time zone

Add the ability to "5770JS1 IBM Advanced Job Scheduler for i" to schedule jobs in different time zones where DST is taken into consideration so that the job always starts at the correct time in the target time zone.

Use Case:

A customer has an LPAR in the USA using time zone QN0500EST3. The customer wants to move a number of scheduled batch jobs from that LPAR to another one using the time zone QP0100CET4.

The jobs needs to continue running at the same time in the ET time zone. Obviously this can be calculated and an equivalent time in CET can be used instead. But when DST comes into play it gets complicated as the US and Europe switches to/from DST at slightly different times.
