NPIV Tape support for IBMi Hosting

Currently the only way to share a tape library is to virtualize the tape MLB under VIOS to the client partitions. I would like IBM i to be able to virtualize a Fibre attached Tape library.

Use Case:

Many times I have simple hosting environments, but I wind up using VIOS which the customer doesn't understand or know, only to virtualize the Tape Library because they are using BRMS, and don't want to move the adapter between partitions, just vary the device on/off.

.While the solution delivered doesn't use NPIV, it provides a way to share a tape library without the VIOS.

Like VIOS hosting, I shouldn't even need to vary any device off/on.
Like VIOS hosting, if the MLB has multiple drives I should be able to perform backups on multiple guests simultaneously.
