IPL restart option - dont apply pending PTFs

In the PWRDWNSYS menu, give an option to not apply any Pending PTFs during the IPL. This would fall under the Restart Options if doing a Restart after power down.

Use Case:

We apply all available PTFs (Groups and Recommended lists), some of which require an IPL to apply so we set them to Delayed, and apply the Immediate PTFs. This creates a problem when there is an 'out-of-band' IPL needed to fix a different issue and we are not ready for those PTFs set to Delayed to be applied.

.IBM is not planning to implement this function since there is an easy workaround. The user can cancel the IPL Action for all PTFs prior to the IPL. You would use the following command to cancel IPL actions for all PTFs for all products:

.You may or may not be aware that you can cancel the IPL Action for all PTFs prior to the IPL. This is an easy alternative to the requirement. You would use the following command to cancel IPL actions for all PTFs for all products:
    - APYPTF LICPGM(*ALL) DELAYED(*YES) IPLAPY(*NO)

Then after the IPL, you can set the PTF IPL actions again with another GO PTF or the following command:
    - INSPTF LICPGM((*ALL)) DEV(*NONE) INSTYP(*DLYALL)
