DLYJOB add handling for controlled end request

When a controlled job end is requested, such as after an ENDJOB *CNTRLD or ENDSBS *CNTRLD, it would be nice if DLYJOB could be interrupted to permit graceful shutdown of a process.


Use Case:

It would be nice to add some option to DLYJOB where a controlled end request would cause the DLYJOB to send an escape message that we could monitor, and perform some graceful shutdown actions when the job needs to be suspended instead of just having the jobs be cancelled *IMMED when the job/sbs end timeout expires.

    A new parameter, CTLEND, has been added to the DLYJOB command to allow the user to specify the controlled end action. For more details on this new parameter, see the DLYJOB command documentation:
