Support Simplified Chinese in RDp spool file view

RDp spooled files view function doesn't support Simplified Chinese, all Chinese characters shows garbled or blanks. While same file display correctly in green screen


Use Case:

User compile RPG source code contains Simplified Chinese then check the spooled file output in RDp but contents are garbled
