STRRMTWTR option to start multiple writerprograms for single OUTQ

STRRMTWTR only starts multiple writerprograms when having OUTQ-parameter = *ALL and WTR-parameter = *OUTQ.

It would be nice to be able to start as many writerprograms as definied on an outqdescription, for a single outq.

Suggestion would be to add a new option to WTR, ie. *STRWTR or *OUTQDESC.

Use Case:

An outque is definied with parameter AUTOSTRWTR = 10. All writer program has got problems accessing LPR ports as described in https://www.ibm.com/support/pages/configuration-settings-and-error-messages-remote-output-queues-rmtoutqs

hence a restart is needed in order to start printing/sending traffic to remote part.

Ending all 10 printer jobs can be done using WRKOUTQ and option for printerjobs.
But starting 10 new jobs for this specific outq cannot be done using STRRMTWTR in one single command. One need to repeat it 10 times.

Or use
CHGOUTQ <outq>
without any parameter.

We can see the benefit this enhancements offers. It warrants further investigation on our part.
