Provide support for Rust Language

Rust is an increasingly popular language in the open source community due to it's memory safety features, and it's ability to operate at a low level like C. Please provide a Rust Compiler for IBM i

Use Case:

Rust is useful for system level programming where performance is critical, and application level programming where safety is critical.

The CEAC has reviewed this requirement and recommends that IBM view this as a MEDIUM priority requirement that should be addressed.
It should be part of the OpenSource RPM along with other new languages that have high client focus and value.

Background: The COMMON Europe Advisory Council (CEAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CEAC has a crucial role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community and has therefore reviewed your RFE.

To find out how CEAC help to shape the future of IBM i, see CEAC @ ibm.biz/BdYSYj and the article "The Five Hottest IBM i RFEs Of The Quarter" at ibm.biz/BdYSZT

Opening up IBM i to more and more languages is highly needed to attract more and more developers; plus helping to improve performance puts this RFE on a very high level. Of course we need to compare it with other pressing RFEs as with limited IBM resources everything cannot be High.
