SYSDISKSTAT: Add percent busy

Disks are getting hammered on one system on rare occasion. IBM denies any culpability. Therefore I need way to know when to IPL system when the percent busy of the disks gets out of hand.
Please add percent busy to sysdiskstat service


Use Case:

Monitor for excessive disk utilization.

    The QSYS2.SYSDISKSTAT view was enhanced to return ELAPSED_PERCENT_BUSY in fall 2020 with with IBM i 7.4 PTF Group level 10 and IBM i 7.3 PTF Group level 22. In addition, other statistical columns are now returned. This information is also available through a table function, which allows you to restart the statistics baseline.

    The CAAC has reviewed this requirement and recommends that IBM view this as a “nice to have” low priority feature.

    Background: The COMMON Americas Advisory Council (CAAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CAAC has a key role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community, and has therefore reviewed your RFE.
