Create a check for bogus job descriptions and removed libraries

When an incorrect job description or a library associated with a job description is removed from the IBM i LPAR, this error occurs with RDi/RDp or RTC/RDi/RDp shell shared:

RCQP3615E: The following error occurred while loading artifacts from
the repository workspace: Unable to establish a connection.
* [ibmiPreBuild] Unable to establish a connection.

* [ibmiPreBuild] Caused by:
com.ibm.as400.access.ServerStartupException: Unable to establish a
connection.
* [ibmiPreBuild] at
com.ibm.as400.access.ClassDecoupler.connectDDMPhase2(ClassDecoupler.java
:107)
If the source of this could be prevented by having a way to check for non-existing libraries or a way to check job desriptions for accuracy, it would help.


Use Case:

There have been 10 or more cases of this with RDi/RDp itself and now we could see more situations where RTC fails because of the shell-share with RDi/RDp.

    Thank you for taking the time to submit your request. After careful consideration, we know that we cannot deliver your requested enhancement in the near term, so it is being declined. However, your request does align with the future strategy of our product and we believe it may have future value, so we will add it to an internal list for us to keep in mind for the future.
