IBM i ILE/C++ compiler to fully support C++11

Oracle JDE EnterpriseOne needs to uplift to a newer version of ICU. We currently support 52-1 and there are known security vulnerabilities to which we are exposing our mutual customers (EnterpriseOne and IBM i). We would like to support the latest version of ICU (65-1), but have identified C++11 features which do not appear to be supported by any version of ILE/C++. The unsupported features include:
1) type char16_t
2) noexcept
3) missing header files: atomic, mutex and condition_variable


Use Case:

Build and run with the latest version of ICU on all platforms. It appears the other compilers we support will support the required features of C++11 implemented by ICU 65-1. IBM i ILE/C++ compiler is the only known compiler which does not support all the required features of C++11 implemented by ICU 65-1.

    The CAAC has reviewed this requirement and recommends that IBM view this as a medium priority requirement that should be addressed. C++ is likely used more among ISVs than among typical SMB market, so this may well be more valuable to the ISVs.

    Background: The COMMON Americas Advisory Council (CAAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CAAC has a key role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community, and has therefore reviewed your RFE.
