improve FTP Server Exit Point QIBM_QTMF_SERVER_REQ

Please consider updating this exit point to provide more information / events like
* LOGOUT
* end of SEND / RECEIVE operation (maybe including transfer rate)
* LOGON > logon failure due to password error


Use Case:

extended logging using this exit point in existing programs / solutions.

    Thank you for taking the time to submit your Idea. After careful consideration, we know that we cannot deliver your requested enhancement soon, so it is being declined. However, your Idea does align with the future strategy of our product and we believe it may have future value, so we will add it to an internal list for us to keep in mind for the future.

    The exit program is much more powerful than "just FTP logging" as it also allows to reject certain actions based on the data that is provided to the exit. That it can be used to also log the actions is actually more of a side effect that the original idea behind it I guess.

    Anyway, https://ibm-power-systems-cc.ideas.ibm.com/ideas/IBMI-I-813 is much more important but it seems it can't be provided anytime soon (guess IBM is busy writing yet another SQL function for an API that already exists).

    Or - radical idea but hear me out - why not just enable a reglar FTP log file like every other FTP server on the planet? Or syslog if you want to go above and beyond? I know FTP is old and much derided but it's still pretty much universal and there's really nothing wrong with it on a secure network so it is still very widely used in industry. The lack of logging is almost a joke at this point: "Hey, we implemented the least secure file transfer protocol and didn't bother setting up any logging! How'd you like THAT, auditors! lol" is very much how it feels.

    IBM is still using this request as input to the planning process. However, at this time it is not committed to our plan. This request will be updated in the future if IBM implements it.

    The CEAC has reviewed this requirement and recommends that IBM view this as a MEDIUM priority requirement that should be addressed.

    Background: The COMMON Europe Advisory Council (CEAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CEAC has a crucial role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community and has therefore reviewed your RFE.
