Offer nginx stream modules

nginx is currently available through the IBM yum repository. The project has modules to facilitate TCP streaming; however, these are not built by default. Could we please find a way to provide these additional modules for customers that may require them?

Our use case is to offer a TLS reverse proxy for a bespoke, unencrypted TCP server. To support this, we require the modules ngx_stream_core_module and ngx_stream_ssl_module.

Use Case:

* Admins can configure a TLS endpoint for an existing TCP server
* Users can securely connect their client applications to the exposed TLS port

    Sadly the reverse proxy example you linked to doesn't work for our particular use case, since we are not proxying an HTTP server.

    .IBM plans to deliver an nginx update with these modules.
    Note, however, that a reverse proxy can still be set up without them. For reference, see https://ibmi-oss-docs.readthedocs.io/en/latest/nginx.html

    The CEAC has reviewed this requirement and recommends that IBM view this as a MEDIUM priority requirement that should be addressed.

    Background: The COMMON Europe Advisory Council (CEAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CEAC has a crucial role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community and has therefore reviewed your RFE.
