Add special authority to CHANGE_USER_PROFILE function

Please add the ability to add or remove special authorities via the change user profiles sql function.


Use Case:

From a security perspective, if you have too many users that have allobj authority and you need to mass remove that special authority, being able to do that via SQL will save the admin a lot of time.

    This enhancement was delivered in November 2023 with IBM i 7.5 PTF Group level 5 and IBM i 7.4 PTF Group level 26.

    CHANGE_USER_PROFILE has been extended to allow changing user profile special authority.
