JDBC 1371E support

JDBC
We can access DB2 for i data in Java programs by using the JDBC driver that is included with the IBM Developer Kit for Java. Please enable the full 1371E support with Unicode surrogates.

    IBM believes that the request described has been solved and is available in IBM i 7.4, 7.3, and 7.2. The native JDBC driver binds these columns as UTF-16, forcing the database engine to do the translation.

    For the JTOpen JDBC driver, the support was added in December 2018 and was updated in the most recent JTOpen release -- 10.5.
