Port ETCD and ETCDCTL to IBM i

Implement ETCD and ETCDCTL from https://etcd.io

FYI ...

There is already an AIX implementation under AIX Toolbox https://www.ibm.com/support/pages/aix-toolbox-linux-applications-downloads-alpha) and I list it here as two items because it is list in AIX Toolbox as separate items (although ETCDCTL is the control tool for ETCD).

GO is a prerequisite to ETCD and there is already an existing RFE #97588 for GO.


Use Case:

Use of ETCD will allow an eco system of shared configuration information for our product server eco system between multiple alike and dislike system as well as the agent sub processes running on any given system.

    .Unfortunately, there are no plans to deliver this within the next 12 months. Feel free to reopen if/when a Go compiler is shipped.
