Enhance Ability to Rearrange Filters in RSE

RDp 8.51: It seems the only way to rearrange object filters in RSE is to right-click a filter and select "Move Up/Move Down" from the context menu. This is cumbersome when one has many filters, and a new one is added (since new filters are added at the bottom of the list).

Request: Add keyboard shortcuts for "Move Up" and "Move Down", and/or add the capability to drag a filter to the desired position.

(Currently, when one tries to drag a filter elsewhere, a tantalizing black line appears between items as the cursor is moved [in the same way that Windows allows rearranging items on the Start menu]. However, upon release of the mouse button, nothing happens; the dragged filter isn't moved. [ It was just a tease! ;-) ] )
