Send EMAIL even when SNDSMTPEMM detects Lock on IFS Attachment

When Sending an EMAIL using the SNDSMTPEMM CL command and specifying the ATTACH parameter, the Command will fail if the file identified on the ATTACH parameter is open for READ-only in a User job somewhere on the system, or even if it is the same job as the one issuing the SNDSMTPEMM command.
It should send that email and the attachment even if the file is opened for read-only somewhere else on the system but certainly within the same job. For that matter, it should send it no matter what.


Use Case:

We generate a file on the IFS and the application that does so may not close the file or may submit a process that further processes the IFS file. This process can retain the file open for read-only status causing SNDSMTPEMM to fail with a Lock message.
The request is to send the email anyway when there is a lock or rather the file is open for read-only processing.

    This looks like a defect rather than an enhancement. Please open PMR to discuss this issue further.
