Add ability to turn off outline view functions in preferences

Add an option to disable the outline view from the preferences in RDp.


Use Case:

With a slow connection, the editor updating and scrolling stutters. A little circle appears and you have to wait.
The abilty to disable this feature would allow you to continue working without having to wait for this to clear.
There are also many entries in the DeveloperWorks Rational forums
complaining about this problem of not being able to turn the outline off.

    IBM has put in a number of enhancements so that the generating of the RPG outline view no longer slows down the editing process. IBM considers the business requirement to edit without performance impact from background parsing to be delivered.

    Especially for DDS (display files mostly) - its constant updating is terribly annoying.
