Extend RPG compiler messages to support modern RPG naming

The current design for the compiler messages does not support the enhancements to modernize the RPG language. When messages are returned to a client via the *EVENTF option, the replacement values for the messages are limited to legacy system names. The event handling for clients needs to be enhanced to support longer field names. This should also include the data structure name if the data structure is qualified.

Sample messages return via evfevent:
RNF7030: The name or indicator PROCEDU... is not defined.
RNF7030: The name or indicator PROCEDU... is not defined.

Would like to have:
RNF7030: The name or indicator ProcedureOne_Call is not defined.
RNF7030: The name or indicator ProcedureIn is not defined.

    IBM will use this request as input to planning but no commitment is made or implied. This request will be updated in the future if IBM implements it. IBM will use votes and comments from others in the community to help prioritize this request.

    The CEAC has reviewed this requirement and recommends that IBM view this as a HIGH priority requirement that is important to address. This enhancement would keep up with RPG updates and making it easier for programmers to review compile errors.

    Background: The COMMON Europe Advisory Council (CEAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CEAC has a crucial role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community and has therefore reviewed your RFE.

    The CAAC has reviewed this requirement and recommends that IBM view this as a high priority requirement that is important to be addressed. With modernization being encouraged, the message descriptions need to also be modernized.

    Making enhancements on one side (long names) but not fixing the other side (i.e. message descriptions). I have seen too much of these ½ baked enhancements on the IBM i. That is how the mess spreads and until it eventually becomes untenable
