GnuPG 2.2.19 is now available from the IBM open source repository in the gnupg2 package.
For servers running GnuPG in batch mode (which IBM i falls into since there is no TTY device), it's still recommended to use the 1.4 branch. But the current 1.4 branch is 1.4.22. 1.4.10 is quite old and is definitely behind on patches, etc. A distinct possibility would be develop an interface to GnuPG ME (Made Easy). It's designed for programmatic use of the GPG engine. The latest version of GnuPG ME is 1.11.0--just released on 4/18/2018.
