DSPHDWRSC OUTPUT(*OUTFILE) returns the resource descriptions as a 2-character code. The mapping of these codes can be found at this link in Knowledge Center: https://www.ibm.com/support/knowledgecenter/ssw_ibm_i_73/rzahx/rzahxqapmhdwr.htm
DORDSC is the field name for the Resource Description and DOREDS is the Extended Resource Descriptions.
Good news? If you read the details of the RFE and look at the OUTFILE generated by DSPHDWRSC, there is no description. If you want a description for the hardware, you have to read through spooled output (from either DSPHDWRSC OUTPUT(*PRINT) or using F6=Print from WRKHDWRSC. The RFE isn't asking for an outfile option, it's asking for the textual description on the WRKHDWRSC display or the DSPHDWRSC OUTPUT(*PRINT) printout to be included in the OUTFILE.

Good news I hope, as AVROHOMN_ suggested you should be looking at DSPHDWRSC but just in case you did not realise from his advice, it actually as the OUTPUT(*OUTFILE) option already, example below

WRKHDWRSC does not have an OUTPUT & OUTFILE paramter.
