When Formatting RPG, don't change lines where indentation isn't adjusted

When formatting RPG source, all formatted lines are considered changed, even when indenting didn't need to be applied to a line.


Use Case:

This is causing all formatted lines to have a date changed of the current date which devalues the date changed (aka makes it less useful/trustworthy)

    This feature is now available in the IBM Rational Developer for i V9.5 product with V9.5.0.2 fixpack installed.

    On the wdsci-L list, Ken Killian mentioned that RPG Toolbox by Linoma indents without changing the source dates. That is definitely optimal.
