Allow characters for DLVALUE

The DLVALUE statement might allow % and accented characters to be able to insert more diverse URL-compatible links

Use Case:

insert into dtalnk values('a',
dlvalue('' , 'URL' ) )
with NC;

insert into dtalnk values('a',
dlvalue('êtes_raides' , 'URL' ) ) with

message SQL0802 rc10

    IBM does not intend to provide a solution to this request at this time, so it is being closed.

    While we agree with this request, the database team has a long list of higher priority requirements, so it is not likely to be implemented anytime soon.

    You can use the DB2 procedure URLENCODE to encode your URL into the correct format.
