Upgrade dns BIND to a current version

Upgrade BIND level to a level which will allow us to pass audits. Simply patching ancient versions of BIND to address various CVE's does not help us to pass audits.

the BIND level on 7.1 and above is way back at 9.10.1. This is not listed as a current level. Versions newer than 9.10.1 have reached EOL

    IBM i would pick up a relatively new, stable and ISC supported BIND version in PTFs to address any Common Vulnerabilities and Exposures (CVE) in BIND.

    The PTFs below would upgrade the BIND version to 9.11.5 on IBM i.

    Currently, the BIND version on 7.1 and later are at 9.11.5.
